The Office of Title IX Programs and Gender Equity is committed to Colorado State University’s values and Principles of Community by promoting the health and safety of the University community and fostering the health, well-being, and successful experience of community members. Our purpose is to support university community members during the conduct of complaint investigations and conduct impartial, objective, and equitable investigations of complaints of sexual assault, sexual misconduct, and interpersonal violence. The Office is also responsible for training university community members on Title IX and responsible employee reporting obligations, how to prevent, identify, and report sexual harassment, sexual misconduct, gender discrimination, and gender-based violence. The office also connects those affected by sexual harassment, sexual misconduct, gender discrimination, and gender-based violence with university and community resources and support.

The Title IX Coordinator/Director is responsible for providing leadership and compliance with all requirements under: Title IX of the Educational Amendments Act of 1972; applicable provisions of the Violence Against Women Act (VAWA); Clery Act; and any local, state, or federal laws and regulations related to discrimination based on sex or gender. The Title IX Coordinator/Director oversees all reports, responses, and resolutions to complaints of sexual misconduct and interpersonal violence. The Title IX Coordinator/Director manages university Title IX compliance strategies and programs, which includes developing and maintaining a robust, viable, and sustainable model that serves the University community and reinforces the University’s commitment to fostering a safe, healthy, and equitable environment.
The Title IX Coordinator/Director is responsible for oversight of education and training programs facilitated by the Office of Title IX Programs and Gender Equity on rights and responsibilities under Title IX, VAWA, and the Clery Act. This includes: oversight of the development, implementation, and review of active efforts to educate the university community; assistance with the development, review and implementation of University policies, procedures and practices to ensure compliance with Title IX; and collaborating with University partners and administrators, including Vice Presidents, Deans, and Department Heads, to coordinate education and compliance efforts within respective units.
The Title IX Coordinator/Director is responsible for providing leadership for the Office of Title IX Programs and Gender Equity office and staff, including budget, allocation of resources, talent development, and oversight of daily operations. Additionally, the Title IX Coordinator is responsible for providing leadership and guidance to all Deputy Title IX Coordinators.
The Title IX Coordinator/Director must have demonstrated working knowledge of current federal, state, and local laws and regulations, as well as best practices and trends in the field of Title IX, VAWA, the Clery Act, and FERPA. The Title IX Coordinator/Director must understand and commit to contemporary diversity, equity and inclusion concepts and competencies, and have experience in advancing these efforts. The Title IX Coordinator/Director must have experience in the creation and delivery of educational programming, strategic planning, budget development and staff supervision. In addition, the Title IX Coordinator/Director must demonstrate a highly collaborative style; have an interest in promoting a culture of openness and transparency; and demonstrate the ability to work effectively in a team environment.

Required Job Qualifications:
– Master’s degree in Education, Public Policy, Public Administration, or related field.
– 5 years of professional experience responding to issues of sexual misconduct or gender-based discrimination, coordinating institutional regulatory compliance, managing investigations of sexual misconduct or gender-based discrimination.
– 5 years of experience working in a higher education environment or a large complex organization.
– Demonstrated knowledge of and professional experience related to Title IX, VAWA, Clery Act, and FERPA.
– Demonstrated ability to lead efforts to ensure compliance with applicable laws, policies, and guidelines.
– Demonstrated experience creating and facilitating organizational training and education programs for a variety of audiences.
– Strong written and oral communication and interpersonal skills to work collaboratively with staff, faculty and students in academic and administrative departments and offices.
– Demonstrated knowledge of and commitment to access, equity, diversity and inclusion principles and their application, including working with individuals with minoritized identities.
– Demonstrated ability to meet deadlines and perform professionally.
– Must possess imagination, creativity, and a high level of self-motivation.
– Must possess strong attention to accuracy and detail and strong problem solving skills.

Preferred Job Qualifications:
– PhD degree in Education, Public Policy, Public Administration, or related field or Juris Doctor.
– Demonstrated project management experience.
– Demonstrated experience conducting complex investigations and writing investigation reports.
– Demonstrated experience working effectively in a collaborative team environment.
– Previous experience serving as Title IX Coordinator at an institution of higher education.
– Certification of required training under the new Title IX regulations.
– Demonstrated understanding of gender equity needs/concerns related to transgender, non-conforming, nonbinary and/or intersex individuals and communities.

Essential Job Duties:

Policy Management and Compliance – 30%
– Develop, create, implement, and oversee appropriate university Title IX policies, procedures, and practices to ensure equitable access to programs.
– Work collaboratively with other university departments on the development and review of related university policies and procedures. Conduct regular policy audits and reviews.
– Regularly meet with Deputy Title IX Coordinators to remain informed and coordinate efforts.
– Regularly meet with the Deputy Title IX Coordinator for Athletics to ensure compliance with all Title IX requirement for Athletics.
– Develop annual reports and analysis of allegations, reports received, and complaint investigations. Organize and maintain records regarding Title IX allegations, reports received, and complaint investigations. Produce appropriate reports and present outcomes to senior leadership.
– Coordinate regulatory and other legal responses with appropriate university departments.
– Remain current on national trends and best practices regarding Title IX, VAWA, and Clery Act. Maintain knowledge through active professional development.

Coordination of Title IX Reports and Complaints – 30%
– Work with the Division of Student Affairs, Student Resolution Center, Office of Equal Opportunity, and Athletics to coordinate and manage reports of sexual misconduct, interpersonal violence, or gender-based discrimination.
– Provide consultative guidance to all university offices on their obligations and responsibilities under Title IX and other related federal and state laws.
– Oversee all complaints of sexual misconduct and interpersonal violence, coordinate responses, and monitor compliance with university processes.
– Collaborate with university and departmental administration, including Vice Presidents, Vice Provosts, Deans, and Department Heads/Chairs, to coordinate education and compliance within respective units.
– Effectively communicate with key stakeholders and law enforcement entities to ensure the needs of the university community are addressed.
– Objectively and effectively oversee and coordinate investigations of allegations of sexual misconduct, interpersonal violence, and gender-based discrimination, ensuring investigations are timely, impartial, equitable, and thorough.
– Provide information to the university community about reporting options, processes, rights, and resources available to those involved in the Title IX investigation process.
– Maintain and oversee case management systems. Track cases, data, and trends to identify and address patterns and systemic concerns. Collaborate with university partners, as appropriate, on the implementation of initiatives to address identified patters and concerns.

Training and Education – 20%
– Ensure the appropriate delivery of training and education intended to raise awareness of University policies and processes around sexual misconduct/interpersonal violence. Collaborate with the Assistant Director to coordinate all training and awareness programs for faculty, staff, and students. This includes working with departments across the University, including units in Student Affairs, Athletics, and the Office of Equal Opportunity.
– Lead training for those involved in the investigatory process in accordance with Title IX and federal laws.
– Evaluate the content included in and coordinate the administration of required online sexual assault prevention training for all new students.
– Oversee the development and delivery of training for all student athletes and Athletic Department staff in accordance with NCAA compliance requirement for Title IX.
– Oversee the development of educational and marketing/awareness materials, including brochures, posters, social media, and web-based content.
– Regularly review and audit educational materials and training programs to ensure information is current with federal and state laws, as well as university policy and procedures.
– Coordinate the oversight, professional development, guidance and support of Title IX Investigators and Technicians.
– Coordinate professional development for university stakeholders working directly with the Office of Title IX Programs and Gender Equity.

Management and Leadership – 20%
– Provide leadership for the Office of Title IX Programs and Gender Equity office and staff, including budget management, allocation of resources, talent development, and oversight of daily operations.
– Engage in continuous office process improvement reviews and activities.
– Serve as a liaison and strategic partner with university administrators to promote gender-based equity and inclusion.
– Engage strategic planning to achieve goals.
– Develop, supervise, lead, and manage team of staff.
– Other duties as assigned.
