KEY RESPONSIBILITIES
Serves as the technical expert on the S.T.O.P. VAWA grants program for unit staff and grantee agencies; provides and oversees individual technical assistance and regional workshops for S.T.O.P VAWA grant applicants and recipients; analyzes agency procedures and interprets complex state and federal grant laws, rules and regulations for grantees; assesses compliance with financial and programmatic regulations; responsible for assuring statewide implementation of federal program priorities; uses creative problem-solving skills to direct S.T.O.P. VAWA programs in modifying procedures to assure compliance with rules and regulations; provides program management to S.T.O.P VAWA grantees concerning revisions to project goals and objectives; represents the Division and networks to obtain cooperation of public and nonprofit agencies in order to develop funding goals and strategies to improve services to victims of crime in Colorado. Completes the application for federal funds; certification of final close out of reported grantee expenditures; and program activity reports for all S.T.O.P. VAWA grantees through the federal Muskie report. Develops the 4-year VAWA implementation plan.
Programmatic Grant Manager duties including:
- Analyzes fiscal status and project progress to approve or deny cash requests by grant recipients.
- Evaluates project status to authorize or deny modifications to a grant award, budget, length of award period or goals and objectives.
- Determines appropriate modifications of grantees’ systems or programs to comply with federal and state laws, rules, and regulations.
- Provides direction to agencies to assure resolution of problems with project implementation and administration.
- Works with the Monitoring Coordinator to determine priority of monitoring of grantees.
As part of the Grants team, determines for the Crime Victim Services Advisory Board the denial or reduction of funding award to grant applicants based on federal and state regulations and guidelines.
Other duties: Assists the Grants Team Manager with the planning and administration of a competitive Crime Victim Services (CVS) grant process which includes VOCA; Helps with the creation of application materials and training documents for grantees; analyzes applications for compliance with complex state and federal rules, guidelines, and priorities; clarifies and interprets board processes in corresponding appropriately with applicants; analyzes annual federal priorities to assist the Crime Victim Services Advisory (CVS) Board in funding recommendations; evaluates program performance data and develops written reports to federal and state grant administration agencies.
